It's hard to say since anime and manga tends to render most faces in a similar way. She seems to be really beautiful, but so do most of the other women in MI who aren't background characters (obvious exception being Yukari and Ichinose).

I think it's pretty clear throughout the series that her looks are inteded to be way above average. She isn't the exotic beauty that Lum is meant to be, rather her beauty is more traditional and approachable. Her looks seem to give off a kind of motherly vibe to people. From all the observations female characters seem to make about her (particularly Akemi, Kozue, Ichinose) she seems to be regarded as beautiful by female standards, having certain enviable features they wish they had. By male standards too considering how instantly Godai and Mitaka are drawn to her, as well as other males admiring her from afar (Sakamoto, Kentaro, various store owners in Tokeizaka). But since she's relatively a reserved and unassuming person she doesn't stick out too much and people don't often make an issue about her looks. If she was the type of overtly sexual woman Akemi is, she'd definately have way more guys after her than just those two.
