First, please excuse my ignorance. In several anime including Ranma ½, I'll see a person take a ladle of water out of a bucket and toss it onto the
sidewalk or street. What are they doing? Is this some sort of religious activity or something? If you have any more information on this, please let me know
so I can learn more. Thanks!

If i'm not mistaken its only done during summer when the weather is hot. The action is to cool down the area by evaporation, also it could be to ward of
evil. I'm not too sure bout the statement after the comma so look it up and if someone else can clarify it as well it would be great. I'm not too sure
of the answers.

It's a practice called "Misogi". We have a little section about it on the site under the Cultural Notes.

For the longest time when I was younger I thought that the little old lady was trying to wash down the side walk because she was too weak to hose it down. -_-; Now 13 years later I finally understand. And to think that Ranma was ALWAYS within that small range of splash is hilarious.

Whoops, yeah, Imnho is right. One of my Japanese friends corrected me on this too. I've clarified this on the link above. "Misogi" is the body
washing practice Soun was doing in the 3rd OVA.
