Looks like some sort of Magical Girl show, so I won't be able to figure it out.

It looks sort of like that old Sega CD game... Lunar! Those character designs were by Toshiyuki Kubooka... but looking at his other works I know none of those
(Gunbuster, Giant Robo, Nadia) could be it... hmmm...
