I think this is still an open question. But then, I have an open mind -- so let's see what bounces out of it. . . .

If the damashigami had their own society apart from other shinigami, I'd lean more clearly to saying that Sabato's company wasn't all of it. What would be the point of forming a company at all then? And an "illegal entity" at that -- if it were all there was, then who would be declaring it illegal?

So that, to my mind, argues for the company being an illegal part of an overall shinigami world including the damashigami. In such a world, it is a bit more plausible that someone might organize all the damashigami into one company. OTOH, I have trouble seeing the inherently selfish damashigami mindset as one encouraging a lot of joining, somehow. It seems likely to me that Sabato has only managed to gather this many other "independent souls" into the company by force of personality -- or something akin to it . It also seems likely to me that there may be a deal of turnover among company "staff" -- the way he treats them. But the way they were reacting suggests to me that he hasn't been doing a lot of management based on their fear of the Kyuketsu-Kasha. . . .

Besides, it would be more interesting if Sabato has rivals to battle, wouldn't it? (Might also explain what the seal is doing there if she isn't either Mama or Tamako-sama.) And for some reason -- I'm not sure what it is -- I think it more likely his people have seen him use the Kyuketsu-Kasha on other damashigami than on ordinary ("straight"? "real"? "good"?) shinigami. Or has he battled demons with it, perhaps? . . .

Side issue . . . thanks to Patches, we know that some damashigami to this day use costumes. (Though we also know Tamako-sama used props at least.) But what this suddenly leads me to wonder is whether there was someone inside the suit of "Mr. YO-RO-SHI-KU" who tempted Sakura-chan way back when . . . and, if so, who it might have been.

For example -- if it was Sabato, would that explain why Tamako-sama was on the spot to save Sakura-chan . . . because she was following him? Whether for personal reasons or because bringing him in might have helped her meet her elevated quota? Judging by Sakura's apparent age, that all could have happened about the time of Rinne-kun's more recent flashback scene. (Of course we don't know whose flashback event happened first. And maybe this scenario would require that he got out of custody somehow after she captured him and turned him in -- whether by actually escaping or by bribing or charming a guard or something -- but that seems possible. Hmmmm. . . . . .)
